Pending Property Developments For Rowland Heights

Prior to developing a property or before building a non-conforming structure or initiating a non-conforming use on an existing parcel the developer must obtain approval of the Los Angeles County Department of Regional Planning (DRP).   As part of its review process the DRP requires applicants with proposals for the Rowland Heights area to meet with the Development Committee of the RHCCC to enable community review and response.  Listed below are links to DRP files for developments and proposals that are currently under consideration for our area.  Those links that are marked with an asterisk are to large files that take several minutes to load if you are connecting via a 56k modem.

     A Regional Planning Commission hearing on the Community

     Standards District amendments was held September 24,  2003.
     The Commission voted to approve amendments which strengthen
     the standards for commercial property development.  Upon
     confirmation by the Board of Supervisors these amendments
     will require significant increases in building setbacks and
     landscaping, and will decrease the size of structures that can be
     erected

This major development proposal, if approved, would result in the
     building of 3,600 new homes on the hills between the 57 Freeway and
     Harbor Boulevard.  It would result in drastic change for the Rowland
     Heights area.  The estimated impact would include the following:

bullet    Traffic        -     Approximately 40,000 more automobile trips per
                            day will be add to already overcrowded streets
bullet  Schools       -      Nearly 2,000 more students would be added to our
                            school district which is currently facing million dollar
                            budget cut
bullet  Residents    -     The 3,600 new homes represents a 25% increase in the
                            size of our community..... with no guaranteed increase
                            in services provided by police, fire or other service 
bullet   Visual         -     Ridges, canyons and precious oak and walnut will be
   Impact              ruined by massive bulldozing and constructio
bullet   Wildlife       -     The 31 mile wild life corridor stretching from the
  Impact              Cleveland National Forrest to the hills above Whittier
                           Narrows would be broken.  This open space is invaluable
                           for our overcrowded urban area
bullet   Public         -     Construction of homes on a depleted oil field will pose the
  Safety                threat of public exposure to methane gas and other toxic

     Applicant:  Agape Renewal Ministries

    
This proposal, if approved, would result in the construction of a religious
     conference center consisting of five buildings totaling 24,080 s.f. on 3.2 net
     acres at the northwest corner of Brea Canyon Cutoff Road and Balan

     
 Road. Included in the structures would be a 10,600 s.f. dormitory that
     would house sixty adult residents; a 2,600 s.f. prayer hall; a 6,500 s.f.
     building that would contain a dining hall, kitchen, storage, prefunction room
     and fellowship hall; a 4,400 s.f. building containing an administration office,
     two classrooms and a book store; and a 1,580 s.f. chapel.
 
Sixty-four
     parking spaces would service the site.
   The June 4, 2003 hearing for this
     proposal was taken off calendar without a decision being made to allow time
     for the RHCCC Development Committee to meet with the developer to
     review the proposal.  A new hearing will be scheduled after that meeting
     takes place.

     This request seeks continued use of an existing church located at 18555
      Fajardo Street plus expansion of an existing pre-school from 35 to 79
      students, addition of an after
school day care program for 67 children,
      addition of an adult day care program for 150 adults and establishment
      of two modular office units.  The links to the files on this proposed

      maintenance of an unmanned wireless telecommunications facility at
      18201 Colima Road.  The facility would consist of an equipment room
      raised above 3 existing parking spaces in a parking lot and a monopole
      disguised as a palm tree.     A public hearing regarding this proposal will
      be held January 20, 2004 at  9:00 am in Room 150, Hall of Records,
      320 West Temple, Los Angeles, CA 90012.  Interested persons will be
      given an opportunity to testify.  This case does not affect the zoning of
      surrounding properties.
